It is possible that the hacker knew the email address and password and then  login into the account and start tweeting. At that time, it was the Independence Day of United States and probably the Fox News administrator of the official Twitter account was too patriotic and doing some extensive celebrations out there till he did not realized that his account was compromised.

This round of attack is not the first time as Fox News had been hit several times before. Just a month ago, hackers stole the Fox TV password and deface the Twitter and LinkedIn pages. Not only that, there were also about 250,000 participants of Fox’s the X Factor Show were stolen as well. Whatever it is, it is clearly seen that Fox News had some issues with the hackers around. To fellow readers who are reading this, Twitter is a Social Network which only requires username and password to authenticate. Hence you should always create a strong password for this type of account.
